U.S. Rep. Buddy Carter (R-GA) convened a Capitol Hill press conference earlier today, calling on Congress to act on pharmacy benefit manager (PBM) reform. U.S. Reps. Rick Allen (R-GA), Diana Harshbarger (R-TN), and Nicole Malliotakis (R-NY) also spoke at the event. Pharmacists and student pharmacists accompanied NACDS for the press conference and two high-profile Congressional hearings on related matters.

Arlington, VA – National Association of Chain Drug Stores (NACDS) President and CEO Steven C. Anderson issued a statement today following a vigorous and successful day in the U.S. House of Representatives related to the Consolidated Appropriations Act, 2026, which includes critical pharmacy benefit manager (PBM) reforms that NACDS has long advocated for. The House Rules Committee passed a rule for the legislation’s consideration, the House of Representatives approved that rule, and then the House of Representatives passed the bill.

Anderson stated:

“NACDS thanks the U.S. House of Representatives for moving the nation closer to making history: the most substantial federal action ever to advance pharmacy benefit manager (PBM) reform. The House worked through consequential issues beyond healthcare, and the House rejected the PBM middlemen’s predictable eleventh-hour rhetoric.

“As a result, the House advanced vitally important reforms to help lower Americans’ drug costs and to protect access to trusted pharmacies. This is essential because the price of inaction has escalated and has become exponentially worse with each passing day. NACDS urges the Senate to pass this legislation, and urges Congress to act with swift determination on the additional steps necessary to send this package to President Trump for signature — delivering a crucial victory for Americans and for their pharmacies.”
