On Wednesday, July 15, NACDS Policy Council members from across the country came together in Washington, D.C., to open the 2026 NACDS Policy Council Summer Meeting with an impactful day of advocacy on Capitol Hill in support of the Main Street Pharmacy Access Act (H.R. 3164),also known as ECAPS.

The day centered on engaging with members of the House Energy and Commerce Committee — the next essential step for the legislation following the House Ways and Means Committee’s vote to advance it — as well as senior staff from the office of House Majority Whip Tom Emmer (R-MN). The group participated in nearly a dozen meetings in total.

United by a shared purpose, NACDS Policy Council members took their message directly to lawmakers: expanding access to pharmacist-provided services is essential to strengthening patient care in communities nationwide.

These meetings provided an opportunity for NACDS Policy Council members to offer lawmakers a direct, firsthand account of the legislation’s real-world implications. Drawing on their companies’ experience, members illustrated how H.R. 3164 would benefit patients, strengthen pharmacies, and expand access to care in communities nationwide.

To underscore the breadth of public support, NACDS provided members with district-level polling reflecting constituent sentiment in individual lawmakers’ districts.

The data revealed consistent themes across districts:

• An overwhelming majority hold favorable views of their local pharmacist
• Broad support exists for Medicare coverage of pharmacist-provided screenings, testing, and treatment

Accompanying fact sheets distilled these findings into a clear, localized summary for each office, allowing lawmakers to see where their constituents stand on the issue.

With momentum building behind H.R. 3164, NACDS remains committed to advancing this priority legislation and will continue working across Congress to bring pharmacist-provided care within reach for the seniors and communities who depend on it.
